Justin Brown brings deep, hands-on experience in public sector transformation, having served as both Secretary of Human Services and Director of the Oklahoma Department of Human Services.
Under his leadership, Oklahoma launched the "True North" operating strategy-driving long-term reforms in child welfare, disability services, and safety net programs. A respected national voice, Justin has chaired the APHSA Leadership Council and advised the National Governors Association on child and family policy.

Samantha Galloway is a seasoned human services executive with over 20 years in state-level leadership roles. As Deputy Director and Chief Operating Officer of Oklahoma DHS, she played a key role in achieving significant reform milestones-including redesigning child welfare practices under the Pinnacle Plan and eliminating the developmental disabilities waitlist in a single budget cycle.
Her systems-level view spans SNAP, TANF, Medicaid, and more, with a deep commitment to modernizing public services for the most vulnerable.

Mike Leach

Mike Leach is a nationally recognized leader in child welfare and organizational transformation. As Director of SC DSS and former Deputy Commissioner in Tennessee, Mike led agency-wide reforms that improved safety outcomes, strengthened workforce development, and advanced trauma-informed practice.
He now advises jurisdictions across the country through Leach Consulting Group and brings a powerful blend of policy expertise, implementation science, and frontline insight to every engagement. Mike is also a Senior Fellow at the Center for Helping Professionals.
Trevor Pemberton

Trevor Pemberton is a seasoned litigator, former judge, and trusted legal strategist whose career spans trial courts, appellate benches, and historic negotiations at the highest levels of state government.
As a former juvenile court judge and a former General Counsel to the Governor of Oklahoma, Trevor has advised on U.S. Supreme Court matters and helped broker landmark agreements between the state and Tribal Nations. With training from Harvard Law School's Program on Negotiation, he now leads The Pemberton Law Group, focusing on high-stakes mediation and monitoring that demand both legal depth and human understanding.
